The Medina Llíber PAI is an urban development project conceived as a low-density eco-residential community, integrated into the landscape of the Vall de Pop and designed to bring value to the municipality of Llíber and the entire Marina Alta region.
Below, we review the main aspects that ensure its legality, sustainability, and the benefits it will generate for the local community.
Urbanisable land since 2001
The Medina Sector was classified as urbanisable land in 2001, and its development has been foreseen since then, with the first homes already built within its boundaries.
Grupo VAPF later acquired the project, assuming the role of urban developer in 2023, with the commitment to transform it into a sustainable eco-residential development fully integrated into the Vall de Pop, providing modern infrastructure, green spaces, and environmentally friendly solutions.
Strong judicial backing
The Contentious-Administrative Court No. 2 of Alicante, in Ruling No. 245/2025 dated June 17, dismissed in full the appeals filed by the Town Halls of Xaló and Alcalalí.
The ruling confirms that the project complies with current regulations, does not generate new demands for water resources, and includes a sewerage system connected to a wastewater treatment plant. As stated in the judgment:
“The Integrated Action Programme of the Medina Sector in Llíber does not entail new demands for water resources… During the processing, a favourable Environmental Impact Declaration was obtained… The project does include a sewerage system and a connection to a treatment plant.”
A sustainable and extensive eco-residential development
The Medina Llíber PAI is not a large-scale urbanisation. Its density is approximately 12 homes per hectare — far below the 40–60 homes/ha typical of large urban developments.
The plan combines houses, villas, and apartments with extensive green areas and sustainable measures such as:
- Xeriscaping with native plant species to reduce water consumption and promote biodiversity.
- Rainwater collection tanks and responsible management of water resources.
- Solar gardens to provide lighting for the residential area.
- Modern infrastructure: sewerage and wastewater systems planned from the start of the project.
