What is an extensive residential model? An extensive residential model is a low-density urban planning concept, where a limited number of homes are built over a large area of land. It is typically characterised by: This is the model of the Medina Llíber PAI: Benefits of living in an extensive residential development like Medina Llíber? Connection with natureBy dedicating a significant portion of the land to green areas, parks, and open spaces, the landscape becomes part of daily life. This improves air quality, reduces the visual impact of construction, and promotes a healthier lifestyle. Lower environmental impactAn extensive residential model prioritises sustainability measures such as xeriscaping, efficient water management, the use of renewable energy, and terrain-adapted design — all of which reduce resource consumption and ecological footprint. Quality of life and wellbeingLower housing density translates into less noise, less traffic, and a safer, more family-friendly environment. It’s a model that encourages community life, relaxation, and coexistence, without sacrificing the privacy of each home. Integration with the local communityAs it is not a closed, large-scale urbanisation but an integrated project, the common and service areas are open to residents and visitors alike. This encourages social interaction, participation in cultural activities, and stronger ties with local life. Long-term valueThis type of development tends to maintain and increase its value over time, as it offers a distinctive lifestyle that appeals to families seeking sustainability, tranquillity, and quality in their home.
PAI Medina Llíber: a sustainable eco-residential project with full legal guarantees
The Medina Llíber PAI is an urban development project conceived as a low-density eco-residential community, integrated into the landscape of the Vall de Pop and designed to bring value to the municipality of Llíber and the entire Marina Alta region. Below, we review the main aspects that ensure its legality, sustainability, and the benefits it will generate for the local community. Urbanisable land since 2001 The Medina Sector was classified as urbanisable land in 2001, and its development has been foreseen since then, with the first homes already built within its boundaries. Grupo VAPF later acquired the project, assuming the role of urban developer in 2023, with the commitment to transform it into a sustainable eco-residential development fully integrated into the Vall de Pop, providing modern infrastructure, green spaces, and environmentally friendly solutions. Strong judicial backing The Contentious-Administrative Court No. 2 of Alicante, in Ruling No. 245/2025 dated June 17, dismissed in full the appeals filed by the Town Halls of Xaló and Alcalalí. The ruling confirms that the project complies with current regulations, does not generate new demands for water resources, and includes a sewerage system connected to a wastewater treatment plant. As stated in the judgment: “The Integrated Action Programme of the Medina Sector in Llíber does not entail new demands for water resources… During the processing, a favourable Environmental Impact Declaration was obtained… The project does include a sewerage system and a connection to a treatment plant.” A sustainable and extensive eco-residential development The Medina Llíber PAI is not a large-scale urbanisation. Its density is approximately 12 homes per hectare — far below the 40–60 homes/ha typical of large urban developments. The plan combines houses, villas, and apartments with extensive green areas and sustainable measures such as: Benefits for the Marina Alta The development of the Medina Llíber PAI represents a growth opportunity for the region:
PAI Medina Llíber: a sustainable and extensive eco-residential development. Not a large-scale urbanisation
The Medina Llíber PAI is not a large-scale urbanisation; it is an eco-residential development that combines homes with green areas, designed at low density and supported by sustainable infrastructure.
PAI Medina Llíber: an eco-residential project backed by the courts
The Medina Llíber Plan has a firm judicial endorsement, complies with current urban planning and environmental regulations, and represents an opportunity for sustainable, high-quality development for the municipality. The Medina Llíber Plan is not just another residential project: it is an eco-residential development conceived under sustainability criteria and respect for the natural environment, fully compliant with all legal and environmental requirements. On June 17, the Contentious-Administrative Court No. 2 of Alicante issued Ruling No. 245/2025, dismissing in full the appeals filed by the Town Halls of Xaló and Alcalalí against the plenary agreement of the Llíber Town Hall that approved the PAI of the Medina Sector and granted the status of urban developer to the company GARSIVA S.L.U. This ruling reaffirms what we have always maintained: that the Medina Llíber Plan is a legal, sustainable, and beneficial project for the municipality. With this decision, it is now crystal clear that we have full legal certainty to continue developing an eco-residential complex that will bring new homes, green areas, and modern infrastructure to the Marina Alta. The court ruling is clear:“The Integrated Action Programme of the MEDINA Sector in Llíber does not entail new demands for water resources within the terms of Article 25 of the TRLA. Therefore, its approval does not require a report on the sufficiency of water resources.” Furthermore, regarding the validity of the Environmental Impact Declaration, the judgment concludes:“During the processing of the Medina Llíber Partial Plan, a favourable Environmental Impact Declaration was obtained on March 21, 2000.” Regarding the sewerage system, the ruling confirms that:“The urbanisation project of the Medina Llíber Sector does include a sewerage system and the connection of the sewerage system to the treatment plant, which is being carried out independently.” Consequently, the Court concludes:“The contentious-administrative appeal must be dismissed… the grounds listed in Article 125.1 a) and/or b) of Law 39/2015 do not apply.” An eco-residential project with a vision for the future The Medina Llíber Plan is designed as a new-generation eco-residential development on urbanisable land, integrating homes, villas, and apartments with extensive green areas, efficient infrastructure, and a design that enhances sustainability and respect for the natural surroundings of the Marina Alta. A driver of economic growth in the Marina Alta The Medina Llíber Plan is moving forward decisively towards creating a new, sustainable residential space that will act as an engine of economic and social progress for the Marina Alta. Grupo VAPF reaffirms its commitment to the region by prioritising collaboration with local construction, service, and supply companies, ensuring that the investment directly benefits the local business fabric. In this way, the project will not only generate stable, quality employment but will also boost the commercial and professional activity of the area, contributing to the balanced development of the municipality and strengthening the link between the new eco-residential complex and the local community.
