PAI Medina Llíber: a sustainable and low-density eco-residential development in the Vall de Pop

In recent months, some critics have oversimplified the Medina Llíber PAI by calling it “488 villas with 488 pools.” Nothing could be further from the truth. The plan has been designed as a sustainable, low-density eco-residential development that combines different housing types, extensive green spaces, services, and amenities designed for community living. Housing typologies The Medina Llíber PAI covers a total area of 406,213 m², with an orderly, low-density layout that includes both single-family villas and apartments, offering options that adapt to different lifestyles. Green and recreational spaces One of the cornerstones of the project is its green areas, designed for walking, relaxing, and enjoying the natural surroundings. Far from being private, these spaces will be open to everyone — residents and visitors alike — strengthening the integration of the eco-residential development into the life of Llíber and the Vall de Pop. Services and facilities for all The plan goes beyond housing: it includes areas for services, a hotel zone, and facilities that will boost the municipality’s economic activity and tourism appeal. These spaces will be open to the entire community, bringing dynamism and new opportunities to Llíber and its surroundings. Community and shared living The Medina Llíber PAI is designed to foster a true sense of community. It will feature a social club with sports and wellness facilities, community gardens that revive local agricultural traditions, and an exclusive residents’ app to promote participation in activities, events, and cultural initiatives. Low density, far from a large-scale urbanisation The residential density of the Medina Llíber PAI is approximately 12 homes per hectare — far below the 40 to 60 homes per hectare typical of large urbanisations. This approach follows an extensive and eco-residential model, where the priority is landscape integration, respect for the environment, and the creation of high-quality living spaces. An eco-residential project with a sustainable vision The project incorporates concrete measures that reinforce its sustainable and responsible nature, such as xeriscaping with native plants to reduce water consumption, rainwater collection tanks, solar gardens for residential lighting, community recycling points, and fibre optic infrastructure to support remote working.

PAI Medina Llíber: an eco-residential project backed by the courts

The Medina Llíber Plan has a firm judicial endorsement, complies with current urban planning and environmental regulations, and represents an opportunity for sustainable, high-quality development for the municipality. The Medina Llíber Plan is not just another residential project: it is an eco-residential development conceived under sustainability criteria and respect for the natural environment, fully compliant with all legal and environmental requirements. On June 17, the Contentious-Administrative Court No. 2 of Alicante issued Ruling No. 245/2025, dismissing in full the appeals filed by the Town Halls of Xaló and Alcalalí against the plenary agreement of the Llíber Town Hall that approved the PAI of the Medina Sector and granted the status of urban developer to the company GARSIVA S.L.U. This ruling reaffirms what we have always maintained: that the Medina Llíber Plan is a legal, sustainable, and beneficial project for the municipality. With this decision, it is now crystal clear that we have full legal certainty to continue developing an eco-residential complex that will bring new homes, green areas, and modern infrastructure to the Marina Alta. The court ruling is clear:“The Integrated Action Programme of the MEDINA Sector in Llíber does not entail new demands for water resources within the terms of Article 25 of the TRLA. Therefore, its approval does not require a report on the sufficiency of water resources.” Furthermore, regarding the validity of the Environmental Impact Declaration, the judgment concludes:“During the processing of the Medina Llíber Partial Plan, a favourable Environmental Impact Declaration was obtained on March 21, 2000.” Regarding the sewerage system, the ruling confirms that:“The urbanisation project of the Medina Llíber Sector does include a sewerage system and the connection of the sewerage system to the treatment plant, which is being carried out independently.” Consequently, the Court concludes:“The contentious-administrative appeal must be dismissed… the grounds listed in Article 125.1 a) and/or b) of Law 39/2015 do not apply.” An eco-residential project with a vision for the future The Medina Llíber Plan is designed as a new-generation eco-residential development on urbanisable land, integrating homes, villas, and apartments with extensive green areas, efficient infrastructure, and a design that enhances sustainability and respect for the natural surroundings of the Marina Alta.
